TENDERING SERVICES ON LINE
OUR SERVICE TO SUBSCRIBERS:
We obtain documentation of all building projects out to
tender in the Western Cape area on behalf of
subcontractors and to copy and distribute extracts of the
sections relative to trades selected by subscribers.
AREAS OF OPERATION:
For the convenience of subscribers we divide projects
into the following geographical areas.
Subscribers may elect to receive extracts covering any or all of the areas listed:
1 . Town Area - covering projects in the Peninsula area as far as Bellville.
2. Boland Area - Malmesbury, Atlantis, Stellenbosch, Paarl, Somerset West and towns in the same area.
3. Country Area - as far north as the Orange River, east to Knysna and inland to Oudtshoorn.
CHARGES FOR SERVICES:
Annual Subscriptions. A subscription fee of R170.00 per year plus 14% VAT is charged for registration regardless
of the number of bills actually received and is not refundable should a subscriber choose to terminate the service
during the course of the year. We require three full months notice of cancellation of this service.
Service Charges - a service fee is charged in addition to the above for extracts sent based on the number of pages
extracted. This is calculated on a sliding scale and we can supply you with an estimate of the charges based on
the trades which you will require. We reserve the right to increase charges when necessary.
Subscribers are asked to include a deposit of R50,00 on enrolment. Extracts supplied will have a delivery note attached
showing the charges for each set of documents as well as a running balance of your account taking the deposit into
consideration. In order to keep our charges as low as possible we do not offer credit facilities and when the original
deposit is exhausted your name will cease to feature on our lists until the account is again brought into credit.
Statements and invoices for VAT purposes are sent out on the 20th of each month.
Needless to say members requiring sections of bills which involve a large number of pages will find it necessary to
either increase the deposit or to make more than one payment per month.
EXTRACTS FOR SUBCONTRACTORS:
It is essential for us to know exactly what trade and/or sub trade each subscriber is interested in
before we start working on a particular project. In the interests of speed however we cannot subdivide a bill into
an infinite number of parts. We try as near as possible to keep to the trades as stipulated by the quantity surveyor
and it would be ideal if subscribers were to take the full trade in each case. However this is obviously not practical
and we therefor have sub divided these regular trades into a number of subtrades which appear reasonably often.
A list of our current trade categories appears at the end of this brochure. Subscribers are asked to choose which of
these trades involve their particular product or service. On our part we will send extracts of the trades selected and
subscribers must agree to accept extracts sent to them. We cannot undertake to extract specific trade names or
according to the quantities measured. We guarantee to send the extracts asked for. We cannot guarantee however
that a subscribers particular product or service will in fact appear therein. In the interests of speed we do not read
through each item but work according to the headings etc set our by the quantity surveyor. While every care is taken
to give subscribers what they ask for we cannot accept responsibility for items missed for any reasons whatever.
Please read through the accompanying list of trades and decide on which apply to your products or services.
You may choose as many as necessary and the list of your requirements can be revised from time to time at no
extra charge. It is in your interests to keep us advised of changes to your requirements. If you find in the course
of time that enquiries are coming to you through sources other than our service or alternatively that we are
sending extracts which do not cover the scope of your business we would appreciate advice of the fact so
that we can amend our records accordingly.
CONDITIONS OF MEMBERSHIP:
In all good faith and with reasonable care we will endeavour to supply subscribers with extracts as
requested. We also supply as accurately as possible a list of builders planning to price the project. Subcontractors
are strongly recommended to quote page and item numbers when submitting prices. All tenders should be submitted
directly to any or all of the builders on the list supplied. We do not involve ourselves in prices etc. Where available
we will advise subscribers of the names of those submitting lowest prices after the closing date of the tender.
For obvious reasons we cannot accept responsibility for alterations and/or omissions which may effect prices nor can
we guarantee that extracts sent are not subject to change. In the interests of our subscribers we try to give all the
information relevant to the trade/s selected. When alterations are brought to our notice we advise subcontractors
accordingly if there is time available before the tenders close. Alterations which are made shortly before tenders close
should be brought to the notice of subcontractors by the builders accepting their prices.
Our operation is exclusively a postal or fax service and all extracts are sent at the same time.
We use the fastest mail available and envelopes carry our address in the case of non delivery. We cannot accept
responsibility for non delivery or late delivery of mail and unless extracts are returned to us through incorrect
addressing on our part these will be presumed to have been delivered. We have three internal checks in that
extracts, costing slips and addresses are printed independently so that we can be sure at the end of the day that
all sets of pages printed have been costed and addressed. We do not hold ourselves responsible for bills lost
in the post or delivered late through postal errors.
Subscribers may elect to have their extracts transmitted to them by Fax or electronic mail at no extra cost.
Under normal circumstances bills are released three weeks before the close of tenders which should then give us
a week, subcontractors a week and the builders a week to process the tender. However this seldom happens in
practice. We are able to process our side of the operation within 24hours of receiving the documentation but often
more than one tender is released on the same day.
Postal deliveries are of course unpredictable and this means that extracts may take some days to be delivered.
Customers on our fax or electronic mail service will receive their extracts on the same day as we start processing
the project. This can save up to a week in some cases. Subscribers requesting extracts by fax must have an
open 24 hour fax line which is answered automatically. We do not have the time to dial manually and ask for a fax
connection. As much of our work is done after hours and over weekends when necessary it would be to your
advantage to leave your fax machine connected at night.
Together with specific extracts we include details of a general nature relating to tender date, architects & surveyors
names etc and any general information contained in the preliminaries of the bill which might effect prices
We cannot guarantee that this is all the relevant information and a copy of the preliminaries are held at the offices
of the main tenderers or quantity surveyors. Specific trade preambles relative to each trade are included with
extracts sent and relevant sketches when supplied to us. We do not usually include copies of drawings unless
instructed to do so by the quantity surveyor. Full sets of drawings may be seen at the offices of the main tenderers
All information supplied by us of any nature whatsoever is supplied for the express purpose of soliciting a bona fides
tender and is to be considered confidential, especially in the case of government and other secret projects and is
for the exclusive use of the subscriber. In no circumstances are subscribers authorised to communicate such
information to a third party unless and except for the bona fide purpose of offering a quotation.
